Polk TPO Board Adopts Envision 2050 Long Range Transportation Plan

On Dec. 9, the Polk Transportation Planning Organization (TPO) Board formally adopted the 2050 Long Range Transportation Plan (LRTP), known as Envision 2050. This plan sets the course for Polk County’s growth and mobility for the next 25 years, guiding investments in a connected, multimodal transportation system that makes travel safer, supports the movement of goods and services, and strengthens communities and economic opportunities.Envision 2050 document long range transportation plan

Goals of Envision 2050

Envision 2050 is built around six core goals that guide the development of a safe, connected, and sustainable transportation system for Polk County. These goals focus on improving safety for all users, enhancing mobility and travel options, supporting vibrant and livable communities, strengthening economic growth through efficient transportation, managing resources responsibly, and ensuring effective implementation. Each goal is supported by measurable objectives and performance indicators to track progress and maintain accountability, helping Polk County build a transportation network that supports long-term growth and quality of life.

Looking Ahead

By adopting Envision 2050, the Polk TPO Board has established a framework that balances immediate improvements with long-term strategies. The plan ensures transportation investments meet future needs while enhancing quality of life today, positioning Polk County for growth and resilience through 2050.

Now that the adoption is complete, Envision 2050 will move into the implementation phase. In this stage, the Polk TPO will begin prioritizing projects identified in the plan for funding and development, working closely with local governments, the Florida Department of Transportation (FDOT) and regional partners to align investments.

Progress will be tracked through performance measures to ensure accountability and the plan will be updated every five years to reflect new trends, technologies and community priorities.

Most importantly, adoption ensures that federal and state transportation dollars are directed toward projects consistent with Envision 2050, establishing a roadmap that balances immediate improvements with long-term strategies. This approach positions Polk County to meet future transportation needs while enhancing quality of life today, ensuring growth and resilience through 2050.

Background

The Polk TPO has guided transportation planning and decision-making since 1977, serving as a liaison between the local community and the FDOT. Federal law requires metropolitan areas with populations over 50,000 to establish a TPO, and the Long Range Transportation Plan (LRTP) is a key mandate. Updated every five years, the LRTP must cover at least 20 years, remain fiscally constrained, and include projects eligible for federal funding.

The LRTP and Polk County’s Comprehensive Plan are both long-term visions for the county’s future. While the Comprehensive Plan focuses on land development and growth management, the LRTP serves as the transportation component of those goals. Together, they ensure that development and mobility are planned in tandem, creating a sustainable framework where infrastructure supports growth, economic vitality, and community livability.

Envision 2050 addresses the transportation needs of both people and freight, covering roadway facilities, public transit, bicycle accommodations and pedestrian facilities. Developed with extensive input from residents and partners, the plan reflects local priorities while adhering to federal standards and Polk County’s Comprehensive Plan.
