Overview

The Transit Development Plan is a 10-year strategic guide for public transit systems, with a major update prepared every five years and minor updates annually. It outlines the vision for public transportation in the community and is a requirement for receiving funding from the Florida Public Transit Block Grant Program.

Enacted by the Florida Legislature, the Public Transit Block Grant Program provides a stable source of state funding for public transportation. Per Chapter 14-73, Florida Administrative Code (F.A.C.), public transit service providers must develop and adopt a 10-year TDP.

Administration and Operation

The Lakeland Area Mass Transit District (LAMTD) administers and operates public transit service throughout Polk County under the name Citrus Connection. The transit network includes the Lakeland and Winter Haven urbanized areas, as well as rural areas of Polk County.

Polk Transit Vision 2032

The 2022-2032 Transit Development Plan, “Polk Transit Vision 2032: The Transit Development Plan (TDP) Major Update for Citrus Connection,” represents the latest major update. Prepared by the Polk TPO on behalf of the Lakeland Area Mass Transit District (LAMTD), operating as Citrus Connection, this plan was submitted to the Florida Department of Transportation in November 2022.

Citrus Connections DRAFT Transit Development Plan Annual Update

The 2022-33 TDP Annual Update is a short-range (ten-year horizon) transit plan that addresses planned operational and capital improvements to the Citrus Connection Transit system. This update identifies achievements within the past fiscal year (2024), identifies plans and services for the upcoming fiscal year (2025).

Data and Development

The TDP is based on current and future population and employment data, along with public surveys and interviews. Its purpose is to identify the public transit services needed and the resources required to fund those needs. The TDP includes a list of projects that are added to the Polk TPO’s Long Range Transportation Plan.
