As Polk County continues to grow, ensuring that our transportation infrastructure keeps pace is essential. That’s where transportation planning comes into play. The Long Range Transportation Plan (LRTP) is a multi-modal transportation plan designed to address Polk County’s future transportation needs over the next 20 to 25 years. It outlines strategic goals, infrastructure projects and policies to enhance mobility, safety and sustainability for everyone in our community.

The Long Range Transportation Plan is reviewed and updated every five years. The current LRTP is called Momentum 2045. The plan facilitates a countywide, cooperative planning process that serves as the basis for spending the county’s and region’s state and federal transportation funds for improvements to roads, bridges, public transit, freight routes, trails and bicycle and pedestrian networks. The plan looks at current and future transportation needs and highlights multimodal recommendations to address these needs. The Polk TPO is currently updating the LTRP and has branded the effort Envision 2050.

Where Planning Begins

The planning process starts with collecting and analyzing data on current transportation conditions. This includes a detailed examination of traffic patterns, public transit usage and pedestrian and bicycle networks. Planners gather information from various sources, including traffic sensors, public transportation records and local government reports, to get an accurate picture of the current state of Polk County transportation.

Once the data is collected, it is carefully analyzed to identify trends, problem areas and opportunities for improvement. This helps planners understand where congestion occurs, which areas lack public transit options and where pedestrian walkways and bicycle paths could be enhanced. The goal is to build an understanding of the existing transportation system and its challenges.

Engaging the community is the next step. Residents, organizations and businesses are invited to take part in public workshops, surveys and public comment periods to provide input and voice concerns. This data and feedback help establish specific goals and objectives, including reducing traffic congestion, improving public transit and enhancing safety for all road users. Strategies and projects are then proposed to achieve these goals, which might include road expansions, new transit routes, bike lanes and pedestrian-friendly pathways.

The Role of the Polk TPO

The Polk Transportation Planning Organization (TPO) plays a central role in this process. As the agency responsible for transportation planning in Polk County, the Polk TPO oversees the development of the LRTP by coordinating with local, state and federal agencies, including the Florida Department of Transportation (FDOT). The Polk TPO ensures that the plan aligns with regional and state transportation goals, provides opportunities for public involvement and integrates community feedback into the planning process. This helps create a transportation system that supports growth and improves the quality of life for all residents.

The LRTP is guided by the Polk TPO elected Board, the Technical Advisory Committee (TAC), the Polk TPO Adviser Network and the input from residents.

 

Collaboration with Florida Department of Transportation

The Florida Department of Transportation (FDOT) offers ongoing outreach and technical support to local governments, helping them understand and address transportation planning needs. This proactive approach helps prevent negative impacts on state transportation resources and facilities. FDOT also collaborates with other Metropolitan Planning Organizations (MPOs) to ensure that local plans are in harmony with state and federal transportation goals. This ensures a well-coordinated and efficient transportation network across Florida.
