What is the LRTP?

The Long Range Transportation Plan is developed by the Polk TPO as a vision for the future of Polk County’s transportation system. It sets the vision and framework for transportation planning and investments over the next 25 years, ensuring a sustainable and efficient transportation system for the future. The LRTP facilitates a countywide, cooperative planning process that serves as the basis for spending county and regional state and federal transportation funds for improvements to roads, bridges, public transit, freight routes, trails and bicycle and pedestrian networks.

Envision 2050 is the current LRTP being developed. The previous LTRP was Momentum 2045.

Envision 2050 Long Range Transportation Plan

What is Envision 2050?

Envision 2050 is the Long Range Transportation Plan (LRTP) that was adopted by the Polk TPO board on Dec. 9, 2025. Building on previous efforts, Envision 2050 aims to provide residents, visitors and businesses with balanced transportation solutions that efficiently and safely move people and goods while addressing contemporary challenges. 

Planning Process

The planning process for Envision 2050 involves extensive public engagement and collaboration with local, state, and federal agencies. The process is guided by the Polk TPO Board, the Technical Advisory Committee and the Adviser Network. To request a copy of Envision 2050 contact Polk TPO.

This updated plan incorporates several key elements:

  • Multimodal Focus: Expanding planning for pedestrian, bicycle, and public transit infrastructure to create a more balanced
    and interconnected transportation system
  • Emerging Technologies: Addressing the impact of autonomous vehicles, electric vehicles, and e-commerce on
    transportation infrastructure and planning.
  • Sustainability: Developing strategies to reduce transportation-related greenhouse gas emissions and incorporate
    resilience planning.
  • Equity Considerations: Ensuring transportation investments and policies promote fairness and accessibility for all
    communities, with particular attention to underserved populations.
  • Innovative Funding: Exploring alternative funding sources and financing approaches to address the evolving funding
    landscape.
  • Post-Pandemic Adaptations: Incorporating lessons learned from COVID-19, including changes in travel patterns and
    public transit ridership.

The LRTP utilizes goals, objectives and performance targets. These need to be consistent with Federal Legislation and the Florida Department of Transportation Transportation Plan.

Looking Ahead

By adopting Envision 2050, the Polk TPO Board has established a framework that balances immediate improvements with long-term strategies. The plan ensures transportation investments meet future needs while enhancing quality of life today, positioning Polk County for growth and resilience through 2050.

Now that the adoption is complete, Envision 2050 will move into the implementation phase. In this stage, the Polk TPO will begin prioritizing projects identified in the plan for funding and development, working closely with local governments, the Florida Department of Transportation (FDOT) and regional partners to align investments.

Progress will be tracked through performance measures to ensure accountability and the plan will be updated every five years to reflect new trends, technologies and community priorities.

Most importantly, adoption ensures that federal and state transportation dollars are directed toward projects consistent with Envision 2050, establishing a roadmap that balances immediate improvements with long-term strategies. This approach positions Polk County to meet future transportation needs while enhancing quality of life today, ensuring growth and resilience through 2050.

Momentum 2045

Momentum 2045

The Polk Transportation Planning Organization approved the Long Range Transportation Plan for Momentum 2045 on Dec. 10, 2020. This plan identified and addressed future transportation needs and a vision for how transportation investments and policies will serve and promote the long term growth management strategy for Polk County.

Over the course of the 2045 LRTP development, the TPO conducted a number of outreach and coordination activities with community stakeholders.
